Whilst the three levels of war allow causes and effects of all forms of war and conflict to be better understood, the changing nature of war can often render these classifications inappropriate.  As a result, there is a need to explore some important questions as we face 21st century warfare: can we still use this classification as a guideline for professional military development?  Are the boundaries between the levels starting to blur?  Lessons from the past have always provided valuable insight into future operational requirements but are we now confronted with threats that require alternative strategic courses of action?

 

We encourage research into the classical thinking of warfighting strategy, the formation of national decisions to use military force, the civil-military relationship, the operational plan and execution of campaigns to achieve strategic aims, the evolution of air, land, and sea-power capabilities, the additional demands of unconventional warfare on the conduct of operations and the role that new developments such as technology have on the transformation of militaries, force structure and strategic concepts.

 

In particular, with irregular warfare, counter- insurgency and stability operations being the most probable and salient scenarios in which we will be involved in this century, we are also interested in research that develops a deeper understanding of competing ideologies, cultural differences, religious practices, and local law enforcement to enhance lessons and similarities between national military strategy for those concerned with ways to employ means to achieve ends.
